Defense orders are put out to the tenders

There is a world practice, when defense orders are put out to the tenders and commercial companies offer their own solutions, they invest in research much more effectively than the state. Otherwise, our craftsmen using state budget and not producing any product, as always would bust the budget and it always will be in short supply. The action shall be taken not only in the Ministry of Defense; we shall revise the government procurement and research system systematically.
