Mr. Bisekeev: «Believe in your dreams and strive to fulfill them»
Today the guest of our editorial is one of the figures, who with his labor and knowledge became what he is now. Our compatriot, a 16-year-old boy, having left his native Kostanay, began a new phase in his life in Leningrad at those days which became decisive one in his fate.

Dictum - factum.In those years, the first mobile phones of GSM standard had appeared in Russia – a new niche in the post-Soviet space and narrow market... An ambitious citizen of Kazakhstan became a supplier of the most popular Nokia phones from Finland, the largest mobile operator in Russia (MTS, Beeline). Later he had successfully sold his network of stores. So, the next path has been started which had laid the foundation for the current activity.
Serikbay Bisekeev is a graduate of the Leningrad Polytechnic University and Stockholm Business School, the founder and head of high-tech holding company “Arman”, the activity of which is aimed at the engineering of industrial communication systems, production and integration of communications systems for enterprises of different fields of industries, the holder of the prestigious international award “Entrepreneur of the Year 2012” in Russia in the B2B sector in the contest initiated by Ernst & Young. “The story of success of Arman Company is the conquest of the niche, which is difficult to repeat”, - said the businessman.
- Serikbay Zholdybayevich, one of the main directions of Arman Company is the development and implementation of renewable energy sources.... However, there is an opinion, that before the depletion of the traditional types of energy such as hydrocarbons, there are minimum 50-60 years and it’s too early to think about the green energy and it’s very expensive too. What do you say about it, what are your arguments?
We should not wait until the depletion of hydrocarbons, I propose to process them and sell on the export the products and not raw materials. And wind power at a price per KW already costs cheaper; the speed of construction is 3 times faster and the cost of the service is 100 times cheaper!
- Could you tell us about the project of building a wind farm in the Republic of Kazakhstan? What is happening at the moment? ...What else will you implement in the aspect of renewable energy sources? ... As far as you know, the Association pays a particular attention to the issues on green energy.
First of all, I would like to note the foresight of the President of Kazakhstan Nursultan Nazarbayev. He remains the leader in the innovation among the CIS countries, if the others see for the year ahead, the head of our state looked a decade ahead and the trend can change probably in 5 years, we will get experience, which no one in the CIS have, now we have only to invest the money from the oil and gas sector in the renewable energy sources. But the President’s desire must be reinforced by the law in order to attract investors and make them invest and teach how to build, work and earn on this. And over the last year and a half we have developed a feasibility study for wind power stations in Kostanay Region. The cost of the project is one hundred million US dollars. The pilot project is a station at 48 megawatts. We negotiated several issues, but still have some unresolved issues for project implementation. Three factors, which are important for any investor in the energy sector, are the ground, tariff and stable purchase of the electric power volume.
The main problem is that the legal framework is not perfect, because the rules of the game on the energy market on return of investments aren’t clearly detailed. At the moment the wind potential of the earth is more than the energy produced on the planet, we should develop it, because the solar solutions are still expensive. Also I suggest that our children and grandchildren will not suffer allergies, cancer and other diseases caused by the huge emissions of harmful substances into the atmosphere; we need to make hard crucial decision to change the conditions of the ecological situation in Almaty. The cars, heat stations and boiler-houses should be changed on gas-basis and the private traders shall be gasified. The wind farm shall be built in the Dzhungarian and the high-voltage power network shall be laid up to Almaty and the city shall be supplied with the green energy. A large part of the intelligentsia is located in Almaty and they are poisoned as in the Nazi gas chamber.
- Your opinion in general on the state of the economy of the Republic of Kazakhstan. What are some issues that should be emphasized, what are we lacking? And what, in principle, is not bad?
Well for the present, the extraction of oil, copper and ore is going well, the rest of the periodic table is at the system level, it is not produced and all the more it is not processed, and in the regions they don't know what to give people to do. It is necessary to create favorable conditions for investors, who will help to raise the processing economy faster and it’s necessary to create the highly skilled personnel in regions.
- What do you think of the integration processes in the CIS in particular the Eurasian Economic Community and Customs Union?
Please, rely on the facts. Here is a quote of the Minister of Finance Bolat Shamishev: “On the certain positions the companies of Kazakhstan have managed to achieve growth of export to the Customs Union countries, but in general, Kazakhstan's export to the Customs Union countries declined.
- In what sphere are you planning to develop the business in the CIS, including Russia and Kazakhstan, as well as in the Asia-Pacific region, in particular in India, Malaysia, Singapore and etc.?
We will continue to gain the share in the world on a loudspeaker communication, we are much better on this, as well as to develop the renewable energy sources that are the future of the world.
- What would you suggest, what aspects should be considered within the framework of Astana Economic Forum or Eurasian Energy Forum of KAZENERGY?
Three topics: the issues on decentralization of the energy sector, because the losses from the centralization amounted to the more than 20% for the consumers and it is a lot, the second is the development of wind energy as a competitive solution for a large generation, and the third one is environmental aspects for Almaty, the people are poisoned, but the problems remain unresolved.
- Are there any differences of doing business in the Republic of Kazakhstan, the Russian Federation and abroad? If there are, what kind of and what we can teach other countries and what they can teach us?
As for now we have nothing to teach others. There are no differences in doing business in the CIS, but in Russia the competition at the level of knowledge and intellect is higher. The same is true in respect of the legislative framework, there are no ideal examples and each place has its own peculiarities. And if you want to learn how to reconstruct the country you can learn it by using the experience of successful countries like South Korea, Norway, Singapore, I suggest not to reinvent the bicycle, but just write the new rules and start to live following them.
- Does your company contribute to the EXPO 2017..will you represent the exposition....What do you think about this invent?...
Not yet, because each person must be able to concentrate on the specifics. We will try to build our own wind farm to have something to show and this can be our contribution.
- Are you one of the supporters of the green economy?
Yes, and that is why we are engaged in it, this is the future of our planet. And the bankruptcy of Gazprom and other similar companies is the matter of decade, no one can believe in this yet, but we'll see.
- What novelties does Arman offer in the oil and gas sphere and in the energy sphere?
We launched in Almaty the production of power plants without using of oil, the world's only solution that allows reducing costs for the expensive quarterly service. We hope that the national companies will take an international approach in the procurement, and won’t buy the cheapest, but resulting in more expensive servicing equipment, because the world shifted to the notion of owing a system, and this is the capital costs, fuel costs, maintenance expenses with the staff. A number of Akims (the chief executives of the region) support this, as they are economic executives and they are responsible for the region’s working efficiency. I hope the state will follow it. In Finland, for example, the tenders for road construction and repair are won by the companies offering lower price, and the warranty on the road covers 50 years, with stiff penalties for quality. This approach is applied by the economic executives.
- Serikbay Zholdybayevich, you have a very tight schedule, do you agree with the aphorism stating that if you wish you can always find time as for a loved one, so as for fitness, for example, or a hobby, despite of your occupancy...
Totally agree with you, I recommend to keep a diary and to schedule your time for deeds. There is always time if you can manage it well.
- Your biggest dream?
To make the company with the Kazakh name “Arman” to be recognized worldwide as one of the best construction companies of industrial production (EpC).
